The formation of the Fiscal Council is provided for in the Budget Law of 2022 (Official Gazette No. 203/2022), Article 11. The members of the Fiscal Council were elected at a plenary session in the Assembly on September 19, 2023, and their constitutive session was held on October 10, 2023.

Acad. Prof. Dr. Abdylmenaf Bexheti is the President of the Fiscal Council of the Republic of North Macedoniа.
He graduated in Economics in 1982, and obtained his master’s degree (1999) and PhD in Economics at the “Ss. Cyril and Methodius” University in Skopje in 2002.
He has about forty years of experience in professional and academic fields as well in micro and macroeconomics and in the field of public finance. Also in public sector management, starting from the beginning of 1994 and three years later (at the beginning of 1996 – end of 1998) he was Minister for Development and also Minister for Transport and Communication in Government of RM.
From the beginning of 1999 until 2001 he was engaged as lecturer at the University of Tetova.
Since the establishment of South East European University (SEEU) in 2001, has been engaged as academic staff and also in Management of the University. At very beginning as Dean of Faculty of Business Administration, later as Pro-rector for Finance and Development and since 2018 he is Rector of SEEU -Tetovo.
During 2005 for two months, he was in postdoctoral studies in Kelley Business School-Indianapolis in USA. Later 2009, for two weeks, he followed the University Leadership Program in USA, where he stayed in North Carolina University and George Washington University in D.C.
From 2002 was Dean of Faculty of Business Administration and from 2006 Pro-Rector for Finance and Development of the University, since 2012, he left these positions because, he became member of the SEEU Board. In 2012 became a full member of Academy of Science and Arts of Macedonia and from 2021 is correspondent member of the Academy of Science and Arts of Kosovo. From 2023 he is chairing the Interuniversity Conference in Republic of North Macedonia.
In last 30-years he is productive in analysis, research and publications in economics, in both international and regional scientific Reviews. In the last period his science productivity has become more intensive in both institutions, University and Academia as well, being at the same time as full professor of economics at SEEU. He has published five books (alone) and four as co-author in different books chapters. He has published more than 70 research papers, 50 projects and more than 400 analysis and columns.

Prof. Dr. Marina Trpeska has a doctorate in the field of Economics, specializing in Accounting and Auditing. She is a full professor at Saints Cyril and Methodius University, Faculty of Economics – Skopje, and the head of the Department of Accounting and Auditing. She previously started her career at the Ministry of Finance, Treasury Sector. She has been a visiting researcher at George Washington University, Georgetown University, University of Graz, and Indiana University. She has published numerous papers in the field of accounting and auditing.
Prof. Dr. Darko Lazarov earned his PhD in the field of Economics at the “Ss. Cyril and Methodius” University in Skopje in 2014. He is a full professor at the Faculty of Economics at the “Goce Delchev” University in Štip with more than 18 years of academic and scientific experience.
Throughout his academic career, he has completed several study and research stays at prestigious European universities and was a visiting professor at Jaume I University in Spain in 2014. He has also participated in international conferences and symposiums in several countries such as Germany, Poland, Austria, Spain, Denmark, Italy, the UAE, Luxembourg, Slovenia, Croatia, Greece, and other countries. At the same time, Prof. Lazarov is the author of numerous scientific publications published in renowned international journals, as well as the author of many columns, professional articles, and scientific contributions.
He is the recipient of the award for young researchers in the field of macroeconomics and banking, granted by the National Bank of the Republic of North Macedonia, as well as the “8 November” award granted by the Municipality of Štip for his contribution to the development of the Macedonian economy and the promotion of the city of Štip.
He has participated in numerous scientific-research and professional-applicative projects led and supported by the Macedonian Academy of Sciences and Arts, the “Goce Delchev” University – Štip, the Joint Research Centre of the EU, the European Commission, USAID, the Swiss Development Agency, the Chamber Investment Forum of the Western Balkans, the Ministry of Economy, the European Institute of Technology, the Economic Chamber of North Macedonia, and other institutions, where he was engaged in conducting economic analyses and research related to the country’s long-term development prospects, fostering innovation, supporting the competitiveness of the private sector, fiscal policy, and fiscal sustainability.
At the same time, he has participated as an expert in the development of several national strategies and strategic documents in the field of economics and has been part of working groups responsible for preparing and analyzing various legal and thematic documents related to the economy and the private sector.
